This is just one of many incidents involving LOCAL police in which the FEDS have decided that they should investigate. In this case, the local politicians asked the feds to come in.
The original 'plan' of these federal investigations of local police incidents was supposed to be done AFTER the prosecution (if any) on the state level, AND/OR in which it could be shown that the prosecution failed to aggressively prosecute the case resulting in an acquittal (think the "deep south" during the 1960s Civil Rights Movement). Now it seems the 'plan' has changed. The FBI steps in along side (or, maybe even, instead of) the local prosecutor and police investigators.

FBI to review Anaheim police shooting amid unrest
The FBI has agreed to review a controversial fatal officer-involved shooting that sparked days of unrest and violence in Anaheim.
Anaheim officials said they have also asked state officials to launch a review of the Saturday incident, which is already being probed by the Orange County district attorney. The district attorney has asked the public to share any photos or video of the shooting and its aftermath.
